Teaching and Learning Certificate of Graduate Study

The Teaching and Learning Certificate of Graduate Study (COGS) is designed for teachers who desire to develop and hone their leadership skills and who wish to remain in the classroom. The program approaches leadership from the perspectives of exemplary teaching, continuous learning for all, a need to balance change with stability and the importance of peaceful existence in a diverse community of learners.

The following Five Core Propositions of the National Board for Professional Teaching Standards (NBPTS) and three additional Principles identified by College of Education faculty provide the focus for the Teaching and Learning program:

NBPTS Propositions

  1. Teachers are committed to students and their learning.
  2. Teachers know the subjects they teach and how to teach those subjects to students.
  3. Teachers are responsible for managing and monitoring student learning.
  4. Teachers think systematically about their practice and learn from their experience.
  5. Teachers are members of learning communities.

Rowan Program Principles

  1. Teachers account for the needs of culturally, linguistically, and cognitively diverse learners.
  2. Teachers are change agents, teacher leaders, and partners with colleagues.
  3. Teachers use technology to facilitate student learning and their own professional development.

The New Jersey Department of Education (NJ DOE), not Rowan University, grants certifications based on requirements set by the state. While coursework for this program meets the academic requirements for NJ DOE certification, it is the student's responsibility to ensure that all other certification requirements are met, including, but not limited to, appropriate type and level of license and years of experience. NJ DOE certification requirements are subject to change. Certification applications are evaluated, by NJ DOE, based on the most current state requirements. Teachers in the state of New Jersey may apply to the Teaching and Learning Certificate of Graduate Study program through the New Jersey Teacher Outreach Program (NJTOP®). For more information including NJTOP tuition rates click here.



The Teaching and Learning Certificate of Graduate Study (COGS) program requires the completion of 18 semester hours (s.h.).

Admissions Requirements

The following is a list of items required to begin the application process for the program. There may be additional action or materials required for admission to the program. Upon receipt of the materials below a representative from the Rowan Global Admissions Processing Office will contact you with confirmation or indicating any missing items.

  • $65 (U.S.) non-refundable application fee

  • Bachelor's degree (or its equivalent) from an accredited institution of higher learning

  • Official transcripts from all colleges attended (regardless of number of credits earned)

  • Current professional resume

  • Typewritten statement of professional objectives (which must include applicant's definition of a "Teacher Leader")

  • Copy of NJ teaching certificate (Standard or CEAS only)

  • Two letters of recommendation

    • Letters of recommendation should be from professional administrators and include information, which attests to applicant's ability to pursue a graduate degree
  • Signed statement of regular, on-going access to a classroom

  • Statement confirming you are currently teaching and have been an active teacher for at least one academic year.


Start Dates & Application Deadlines

The chart below details available entry terms for the Teaching and Learning Certificate of Graduate Study program as well as corresponding application deadlines. Submitting the Application Form is only the first step to beginning the admission process. All of the required materials listed above must be received on or before the application completion deadline for your desired entry term to be considered for admission to that term. We encourage you to complete the application form and begin submitting your materials at least one month before the deadline indicated.
